GEODC is hiring a Project Manager to deliver economic development services across our six-county region. You’ll manage grants, support local governments and businesses, and help launch new GEODC services.

About the Role

Greater Eastern Oregon Development Corporation is a 501(c)(3) regional nonprofit serving six counties across Eastern Oregon—along with 36 incorporated cities, the Confederated Tribes of the Umatilla Indian Reservation (CTUIR), and the Burns Paiute Tribe. We support communities through business loans, grant writing and administration, regional planning, and economic development programs.

Reporting to the Executive Director, the Project Manager leads complex projects, manages grants, markets loan programs, and helps shape new GEODC service offerings—including expanded lending and other initiatives.

The role blends in-the-field work with time at the Pendleton office and remote work, with a heavier field presence early on as you build relationships. Typical hours are 8:00 a.m. to 5:00 p.m., Monday through Friday, with some flexibility. Occasional evening meetings and moderate regional travel are required.

What You’ll Do

Client Services

  • Help local governments and partners fund and complete economic development projects—business recruitment and relocation, capital improvements, planning, feasibility analyses, industrial land, and cluster development.
  • Identify funding sources and prepare grant applications with and on behalf of clients.
  • Lead project teams and facilitate meetings with committees, boards, councils, civic groups, and the public.
  • Oversee contractors and consultants; track project resources, equipment, and supplies.
  • Prepare progress and final reports for clients and local, state, and federal agencies; connect businesses to regional support services.

Internal Services and Outreach

  • Evaluate, recommend, and develop new GEODC service offerings (technical assistance, fee-for-service activities), including operational procedures, fee structures, and compliance frameworks.
  • Build relationships with financial institutions, regulatory agencies, and partner organizations.
  • Ensure project compliance, budgeting, cost accounting, and contract requirements are met.
  • Maintain GEODC and project websites; produce marketing and outreach materials.
  • Make presentations to boards, councils, commissions, and civic groups.
  • Market and promote GEODC to attract new business and projects.

What You’ll Bring

Required

  • Bachelor’s degree in public or business administration, economic development, or a related field, plus three years of related experience—or an equivalent combination of education and experience.
  • Strong written and verbal communication; current Microsoft Office, Adobe, and Google skills; training or certification in facilitation.
  • Proven ability to manage multiple complex projects independently, including budgeting and fund management.
  • Working knowledge of rules and regulations governing local government and state, federal, and community development programs.
  • Ability to build effective relationships across diverse communities and handle sensitive information with discretion.
  • Valid Oregon driver’s license, reliable transportation, and willingness to live within (or relocate to) GEODC’s six-county service area.

Preferred

  • Experience preparing and administering grants, loans, or financial analysis.
  • Ability to speak and write in Spanish.
